Looking at the Model Factory Hiro 1/20 Lotus 99TB, the livery is Lotus, not Camel.

This is for the 1987 Japanese GP, where tobacco sponsorship was allowed. This is Senna at the Japanese GP in '87:

I bet the decals are included
They never show up Tobacco signs cause by license things, but be sure, they are included.

If buying direct, the full livery should be included. If buying via a retailer, its more sketchy.

I own this kit. The decals are hidden on the underside of the inner cardboard. Didn't find it right away either.
