If they are not clear coated you could try some low tack tape like Tamiya etc. Place a length of tape over the decal, press it down, and peel off.

I don`t have that kit, but in my opinion 17 looks like seat belt mounting brackets to the rear of the cockpit. 21 and 22 maybe flaps for the outside of the front wing?
