It looks a bit like orange peel to me but the inconsistent finish may suggest the paint itself isn't working as advertised? A bad batch?

I'm perplexed with the first and second red flags, a few laps behind the safety car should have sufficed to clean up the mess & get the barrier sorted where Albon clobbered the wall.

Seems F1 is starting to manufacturer drama....

Some people take a photocopy of the decal to make the mask, just make sure the copy isn't scaled differently to the decal.

The Heller kits can be built up to very good standards, just takes a bit of effort.
